The Urban Campground is an entry-level tent and Pallet shelter safe haven of 48 sites for homeless coming directly from the streets and referred by the Medford City Police Department Livability Team. Guests receve meals donated by local restaurants and donors as well as wrap-around social services from community partners.
On July 2, 2020, the Medford City Council voted to approve the ordinance to create the urban campground to help the homeless combat COVID-19 and prevent fire hazards on the Greenway.
Rogue Retreat has for years recognized the need to have a campground, at an entry-level. It’s been discussed for a long time. It finally became a reality!
On July 27, 2020, the Temporary Urban Campground was opened on private property off Biddle and Midway road near Crater Lake. It was at capacity (25 sites) within days.
Rogue Retreat operates the Urban Campground. Various community programs visit the campground on a regular basis. They provide wrap-around services on site such as alcohol and drug counseling, mental health services, housing services, job hunting, legal aid, etc.
The Medford Livability Team created a referral system and screening process that includes a simple form that collects basic information like name, status as a veteran, if they’re receiving social security or disability, etc. The Team then transports the homeless individual to the campground themselves.
In the first two months, 110 homeless individuals were served, and 39 successfully exited. The Urban Campground currently has 48 sites.

Winter is coming and our community is in need of more shelter opportunities for our homeless. Pallet graciously donated 10 Pallet Shelters to the Urban Campground, and they are working so well for those we serve that we are hoping to get more of these shelters to help protect our medically vulnerable and homeless. Each one of these units costs $6,800.00 and takes about 45 minutes to assemble (watch time-lapse assembly), and each unit is equipped with a power panel that controls a small heater, electrical outlets, and lighting. Each unit also has a smoke alarm, fire extinguisher, and an emergency exit. These are by no means permanent solutions to homelessness, but they sure do make sense to help provide pressure relief on our communities.
Rogue Retreat’s Urban Campground currently has 48 sites. This is our entry level program working to help the homeless community of Southern Oregon gain stability and encourage growth in helping them succeed to find permanent housing.
We are looking for restaurants, organizations and individuals to partner with us and give back to the community by delivering at least one meal per month for the Urban Campground. The preferred delivery time is 4:30 pm.
Donors buy, prepare and deliver one meal per month for 60 people at the Urban Campground. We are happy to put the business names of our donors in Rogue Retreat’s monthly newsletter that has a local circulation of over 1,400.
